NEW MEXICO INCENTIVE PROGRAM OVERVIEW

New Mexico offers a 25% refund on all production expenditures subject to taxation by the State, and provides a film investment loan program that has a maximum of $15 million per project for qualifying feature films or television projects. It also offers a “no state sales tax” (which cannot be used in conjunction with rebate) where a Type 16 Nontaxable Certificate is awarded at the point of sale and no gross receipts tax is charged. Finally, NM offers a 50% reimbursement of wages for on-the-job training of NM residents in advanced below-the-line crew positions.

When combined with beautiful scenery, good weather and varied locations, the result is that filming in New Mexico has blossomed. And while many in government and economic development circles do make the case that New Mexico’s generous incentives have created a significant net increase in jobs and positive economic impact, incentives nevertheless face constant scrutiny.
